The Ministry of Gender, Culture, and Children Services has responded to viral TikTok videos showing a Russian national, Vyacheslav Trahov, simply known as Yaytseslav, interacting with several Kenyan women, strongly condemning reports that he secretly recorded and shared their intimate images without their consent.
In a press release, Cabinet Secretary Hanna Cheptumo described the incident as “deeply disturbing” and a severe violation of personal dignity and privacy, protected under Articles 28 and 31 of the Constitution of Kenya.
The ministry said the actions undermine Kenya’s national values, cultural integrity, and the safety of women and girls. Cheptumo further highlighted that the case represents a serious instance of technology-facilitated gender-based violence and exploitation.
The government noted that such acts go beyond criminal offenses, posing a wider threat to Kenya’s social fabric, which is built on respect for human dignity and the protection of vulnerable individuals.
“Such violations undermine the fundamental principles upon which our society is built,” the statement read, noting that the government views digital exploitation as a growing and complex challenge that demands decisive action.
In response, the Government of Kenya has launched a “whole-of-government” approach to investigate the allegations. Security, investigative, and prosecutorial agencies have been instructed to treat the matter as a top priority.
“Given the cross-border nature of the case, authorities are also expected to collaborate with international counterparts to ensure thorough investigations and appropriate legal action,” the statement added.
The ministry warned that anyone found responsible will face the full force of Kenyan law, including prosecution under the Penal Code, the Computer Misuse and Cybercrimes Act, and other statutes designed to protect women and children from exploitation.
Beyond enforcement, the ministry plans to strengthen policies on online safety and protection against digital abuse. It pledged to enhance safeguards for women and children in both physical and digital spaces.
“Engagements are planned with stakeholders in the culture, tourism, and hospitality sectors, alongside digital platforms, to improve prevention strategies, raise public awareness, and reinforce accountability mechanisms,” the statement said.
Cabinet Secretary Cheptumo also expressed solidarity with the affected women and all survivors of gender-based violence, urging those impacted to seek confidential support through the National Gender-Based Violence (GBV) Toll-Free Helpline.
The ministry cautioned the public against sharing or circulating harmful content, noting that such actions perpetuate abuse, erode cultural values of respect, and may attract criminal liability.
As the government agency mandated to safeguard gender equality, cultural dignity, and the welfare of children, the ministry reaffirmed its commitment to strengthening national policies that prevent exploitation, promote responsible digital conduct, and protect the rights and well-being of all citizens.
“Kenya remains firm in defending the dignity of its men, women, boys, and girls, both offline and online,” the statement concluded.
